No, not discussed by FIFA or UEFA, but by Stevemanics and Kyle Toon in another thread.
With goal line technology getting trials now, is there room in football for television replays aswell?
TV replays next?

The only thing it should be used for is to enforce retrospective punishments for diving, off the ball incidents etc. Not stopping the game every time there is a free kick to check on the big screen what Sky Sports thought of it...
Get yer samba on, get yer thumb out and get to the match.

Goal-line technology. If it's a scientific definite then it helps and should be used. Not that you need replays for that. Off the ball incidents not seen that need punishing; the Balotelli elbow at Spurs for example, where City should have been punished in that game. Missing Balotelli for a different game doesn't damage City anywhere near as much as losing a player would during that game, having to see the match out with a player less. Also, some other team benefits from the decision rather than the team that were wronged.
Aside from that, we need to let the game flow as much as reasonably possible.

We fought in France, We fought in Spain,
We fought in the Sun and we fought in the Rain,
We took the Kop and Chelsea too,
But what we like most is kicking a blue,
Kicking a blue, kicking a blue,
What we like most is kicking a blue
